Lillian was born September 6, 1917 in Salt Lake City, Utah to Arthur James and Rebecca (Wilson) Rogers. She grew up and attended schools in Salt Lake City, graduating from West High School. She was a member of The Church of Jesus Christ of Latter-Day Saints.

In her free time Lillian enjoyed participating in sports, particularly bowling and golf.
